KATHMANDU: Preparations are complete for the filing of nomination papers for the House of Representatives election scheduled for Falgun 21.
The Election Commission has confirmed that all necessary arrangements have been made at 88 Chief Election Officer offices and 88 Election Officer offices across the country.
According to the Commission’s Assistant Spokesperson, Kul Bahadur GC, all required materials have been delivered to the 165 Election Officer offices nationwide to verify whether candidates are included in the voter list.
He added that this time, the Commission has mandated candidates to submit asset declarations in sealed envelopes, as specified in the election code.
“Candidates must declare that they will adhere to the Code of Conduct, accept disqualification if deemed ineligible by law, and comply with all provisions of election laws,” GC said.
13 Types of Documents Required for Nomination
Candidates must submit 13 types of documents when filing nomination papers. The Election Commission spokesperson, Narayan Prasad Bhattarai, explained that candidates must submit a copy of their citizenship certificate or voter ID card and proof of inclusion in the latest voter list of any local level.
Candidates holding positions in the federal, provincial, or local government or organizations receiving government grants must submit proof of resignation from such positions.
For House of Representatives elections, candidates must fill out the Representative Nomination Form as per Schedule 11 of Article 24 of the House of Representatives Election Directive, 2082.
Candidates must also submit a nomination paper signed by one proposer and one supporter from the same electoral constituency, as per Rule 8 of the House of Representatives Election Rules, 2074.
If a candidate is fielded by a political party, they must submit the official nomination letter issued by the Central Executive Committee or equivalent authority of the party, according to Schedule 7 of the Directive. Similarly, parties contesting with a single election symbol must submit a joint nomination letter as per Schedule 8 of the Directive.
Candidates are required to deposit a NPR 10,000 security at the Election Officer’s office. Women, Dalit, minority, or economically disadvantaged candidates are entitled to a 50% discount. Economically disadvantaged candidates must also submit a recommendation letter from the local level confirming their status.
Candidates must submit a sealed asset declaration detailing movable and immovable property, bank accounts, securities, shares, bonds, loans given or received, in the format specified in Schedule 9 of Article 21 of the Directive.
Other required documents include a personal information form (Schedule 10 of Article 22), proof of any advances received from elected, nominated, or appointed bodies, proof of clearance of any outstanding debts, and a commitment letter under Schedule 3 of the Election Code, 2082.
