{"id":1627,"date":"2024-07-05T14:46:28","date_gmt":"2024-07-05T14:46:28","guid":{"rendered":"https:\/\/nepalinewshub.com\/?p=1627"},"modified":"2024-07-05T14:46:28","modified_gmt":"2024-07-05T14:46:28","slug":"russia-china-leaders-meet-at-summit-in-display-of-deepening-cooperation","status":"publish","type":"post","link":"https:\/\/nepalinewshub.com\/?p=1627","title":{"rendered":"Russia, China leaders meet at summit in display of deepening cooperation"},"content":{"rendered":"<div class=\"post-entry\">\n<p><strong>KAZAKHASTAN:<\/strong> Russian President Vladimir Putin and Chinese President Xi Jinping met Wednesday for the second time in as many months as they visited Kazakhstan for a session of an international group founded to counter Western alliances.<\/p>\n<p>Putin and Xi last got together in May when the Kremlin leader visited Beijing to underscore their close partnership that opposes the U.S.-led democratic order and seeks to promote a more \u201cmultipolar\u201d world.<\/p>\n<p>Now they\u2019ll be holding meetings amid the annual session of the Shanghai Cooperation Organization taking place Wednesday and Thursday in the Kazakh capital of Astana.<\/p>\n<p><strong>What is the Shanghai Cooperation Organization?<\/strong><\/p>\n<p>The Shanghai Cooperation Organization was established in 2001 by China and Russia to discuss security concerns in Central Asia and the wider region, Other members are Iran, India, Pakistan, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.<\/p>\n<p>Observer states and dialogue partners include Turkey, Saudi Arabia and Egypt.<\/p>\n<p><strong>Who\u2019s attending this year?<\/strong><\/p>\n<p>Besides Putin and Xi, and summit host President Kassym-Jomart Tokayev, other leaders there will be Prime Minister Shehbaz Sharif of Pakistan, President Shavkat Mirziyoyev of Uzbekistan, President Emomali Rakhmon of Tajikistan, and President Sadyr Zhaparov of Kyrgyzstan. President Alexander Lukashenko of Belarus will attend because his nation is becoming a full member.<\/p>\n<p>Iran is still choosing a successor to President Ebrahim Raisi, killed in a helicopter crash in May, with a runoff election Friday, so acting President Mohammad Mokhbar will attend.<\/p>\n<p>Other guests of the SCO include President Recep Tayyip Erdogan of Turkey and President Ilham Aliyev of Azerbaijan.<\/p>\n<p>Also present will be United Nations Secretary-General Antonio Guterres, who is visiting Central Asia. Guterres wants \u201cto position the U.N. as an inclusive organization that\u2019s talking to all the big clubs,\u201d said Alexander Gabuev, director of the Carnegie Russia Eurasia Center.<\/p>\n<p><strong>Which SCO leaders won\u2019t be there?<\/strong><\/p>\n<p>Prime Minister Narendra Modi of India is sending his foreign minister. Indian media reports speculated the recently reelected Modi was busy with the parliament session that began last week. He attended the recent Group of Seven summit in Italy, and some reports also speculated he wants to balance India\u2019s relationship with Russia and the West.<\/p>\n<p><strong>What are their goals?<\/strong><\/p>\n<p>Putin wants to show that Russia isn\u2019t isolated over Western sanctions from the invasion of Ukraine in 2022.<\/p>\n<p>An arrest warrant has been issued for him by the International Criminal Court for war crimes, accusing him of personal responsibility for abductions of children from Ukraine. Kazakhstan is not party to the Rome Statute and thus is not obliged to arrest him.<\/p>\n<p>For Putin, the meeting is about \u201cprestige and the symbolic optics that he\u2019s not alone,\u201d Gabuev said.<\/p>\n<p>Indeed, the Russian leader on Wednesday had multiple meetings with other leaders on the sidelines of the summit, all diligently aired by Russian state TV.<\/p>\n<p>At a meeting with Xi on Wednesday, Putin hailed the SCO as \u201cone of the key pillars of a fair, multipolar world order,\u201d and said ties between Moscow and Beijing are \u201cexperiencing the best period in their history.\u201d<\/p>\n<p>Both face soaring tensions with the West and have met about 40 times.<\/p>\n<p>Their meeting in China in May underscored Beijing\u2019s diplomatic support for Moscow and how it\u2019s a top market for its oil and gas. Russia has relied on Beijing as a main source of high-tech imports to keep its military machine running.<\/p>\n<p>The SCO helps China project its influence, especially across Central Asia and the Global South. Xi called for \u201cbridges of communication\u201d between countries last week and wants to further promote China as an alternative to the U.S. and its allies.<\/p>\n<p>Erdogan also met with Putin, whose expected visits to Turkey haven\u2019t materialized. The leader of the NATO member has balanced relations with both Russia and Ukraine since the war began, frequently offering to serve as a mediator.<\/p>\n<p>For host Kazakhstan and the other Central Asian nations, the meeting is a way to further their cooperation with bigger, more powerful neighbors. Kazakhstan, for instance, frequently engages with both neighboring Russia and China, while also pursuing links with the West, with visits this year from U.S. Secretary of State Antony Blinken and British Foreign Secretary David Cameron.<\/p>\n<p><strong>What will be discussed?<\/strong><\/p>\n<p>Countering terrorism is a key focus.<\/p>\n<p>Russia had what it has called two terrorist attacks this year, with more 145 people killed by gunmen at a Moscow concert hall in March, and at least 21 people were killed in attacks on police and houses of worship in the southern republic of Dagestan in June.<\/p>\n<p>In the March violence, the U.S. warned Russian officials about the possibility of an attack \u2014 information that was dismissed by Moscow.<\/p>\n<p>The SCO is not a collective security or economic alliance, and there are \u201csignificant security differences between its members,\u201d said Nigel Gould-Davies, a senior fellow for Russia and Eurasia with the International Institute for Strategic Studies in London and a former British ambassador to Belarus. The \u201cprincipal value\u201d of the organization lies in the optics of non-Western countries gathering together, he added.<\/p>\n<p>Gabuev agreed, saying the SCO is a place for conversation rather than a platform where \u201ccollective decisions are made, implemented and have an impact.\u201d<\/p>\n<p>This year, close Moscow ally Belarus will become a full member of the organization, and its admission indicates how Russia wants to bolster blocs of non-Western countries. Gould-Davies said the SCO is raising its profile \u201cby growing its membership rather than by deepening its cooperation.\u201d<\/p>\n<p><strong>Are there tensions within the SCO?<\/strong><\/p>\n<p>Political differences among some of SCO members \u2014 such as India and Pakistan over disputed Kashmir \u2014 also make it difficult to reach collective agreement on some issues.<\/p>\n<p>China has backed Moscow amid the fighting in Ukraine, but at a meeting of the SCO in 2022, Putin referred to Beijing\u2019s unspecified \u201cconcerns\u201d over the conflict. India\u2019s Modi then called for an end to the fighting without voicing explicit disapproval of Moscow\u2019s action.<\/p>\n<p>The Central Asian countries balance relations with Russia and China while also remaining on good terms with Western nations.
